The government approved emergency regulations that allow it to declare restrictions on entry and exit from localities and neighborhoods to prevent the spread of the Corona virus. The first settlement to be declared in this framework is Bnei Brak, and the next to be limited are Elad, Modi'in Illit, Beitar Illit and Beit Shemesh. Residents of Bnei Brak cannot leave the city from now on except for medical treatment, a first-degree funeral or legal proceedings. The government will provide food and essential services to Bnei Brak. The discussion said that the daily rate of infections in the city was about 15 percent, and until the outbreak of hospitalization began - there would be about 2,000 patients in Bnei Brak.
However, the discussion did not mention the Mea She'arim neighborhood in Jerusalem, although the regulations will also apply to specific areas and not just to entire cities.
This is a declaration that is valid for a week but can be extended for five days at a time up to 21 days in total. Furthermore, the Knesset's Committee on Corona Affairs will need approval from the Knesset. Also, if the circumstances justify the declaration of a restricted area cease to exist, the government will immediately notify it. In the meantime, the local council in Kiryat Yearim (Telestone) announced a partial closure this morning which will begin this morning: From 06:00 the entrance to the settlement will only be allowed for residents to present their ID card and authorized suppliers.
The government also decided to set up a ministerial committee headed by Prime Minister Benjamin Netanyahu, who is authorized to declare the area a "restricted area." The committee will be composed of Netanyahu, who will be the chairman, and Interior Minister Arie Deri will take his place; Minister of Internal Security Gilad Arden, Minister of Health Jacob Litzman, Defense Minister Naftali Bennett and Finance Minister Moshe Kahlon.
The government also confirmed that every citizen returning from abroad would stay in the country for isolation. Upon his arrival abroad, every person would be required to move to the state for isolation unless he could prove that he could fulfill the conditions of isolation at his or her disposal - which met the criteria. Prescribed. In addition, a citizen who returns from abroad will stay in state isolation for 10 days to complete 14 days. However, this regulation will not apply if it becomes clear that there are no vacancies instead of state isolation.
It was further held that a district physician or chief medical officer of a health fund may order a person who is in non-repatriation to stay in state isolation if he finds that the isolation conditions cannot be fulfilled in that person's residence - or elsewhere. The decision can be appealed within two working days in an administrative petition to the Administrative Court.
In addition, the state will provide those in isolation instead of isolating on its behalf food and cleaning products. A circular that violated the instruction to stay in a place of state isolation, or a person who is in isolation who does not return and violated a doctor's order to stay in isolation instead of state-based isolation - is liable to 6 months imprisonment or a fine of NIS 5,000.
Health Minister Moshe Bar Siman-Tov, who is in solitary confinement, said in a discussion, which also dealt with Israelis returning from abroad, that if it depended on him - he would not bring any of them into the country, including Israeli citizens. Immigration and Absorption Minister Yoav Galant was furious about this and attacked: "This is the citizens of the state. You have a government and you will do what the ministers tell you. You are an official and whoever decides are the ministers and not you."
At this stage, it was decided, at this stage, to first declare Bnei Brak only a "restricted area." The government plans to exclude patients from Bnei Brak for isolation in special hotels. The director general of the Ministry of Health said that there is complexity in the matter and expressed concern that the residents of the city will not cooperate and will not be tested. He added that among the ultra-Orthodox public there are no smartphones and therefore it is impossible to trace their course
At the opening of the telephone cabinet meeting, the Prime Minister wished the Netanyahu building and some government ministers a complete medicine for the Minister of Health Litzman. But behind the scenes, ministers were strongly opposed to the minister of health following reports that he allegedly violated the quarantine guidelines. One of them said: "The minister of health should have set a personal example for all the people and the government ministers, but instead he seemed to violate the provisions of the ministry he headed and endangered the prime minister and all ministers."
In order to enforce the regulations, the representatives of the necessary authorities are required. That is, if a person refused to follow the instructions, a police officer - after explaining to the person the need for a place of isolation on behalf of the state in order to prevent the spread of the disease and the meaning of its refusal - use reasonable force to transfer it to a place of isolation on behalf of the state. Anyone who refuses identification will be considered as refusing to follow their instructions. These regulations are valid for ten days.
In recent days, the number of patients in Israel in serious condition requiring artificial respiration (about 80) continues to rise, which is already burdening the hospital inpatient system and may result in an inability to provide medical attention, "it said.
It says, "From our available data, it is evident that in light of the rapid spread of the virus around the world, many of those returning from abroad (about tens of percent of returnees) carry the virus. The data that has accumulated so far shows that many who have returned from abroad in recent weeks have violated, or have not strictly adhered to, the conditions of isolation, despite the Ministry of Health's instructions. "
Many of the virus carriers will not develop clinical symptoms at all and may infect many people in the community. In order to prevent these adhesions, adequate insulation conditions must be strictly performed. In order to stop the contagion chains from continuing and to prevent the health system from collapsing in Israel, the isolation conditions must be strictly observed. Therefore, it is proposed that the state provide concentrated isolation facilities (hotels and hostels) where there will be returnees from abroad who do not have optimal conditions for isolation in the community.

Data showing the severity of the outbreak in ultra-Orthodox cities indicate that Bnei Brak is approaching Jerusalem in the number of people infected with the Corona virus. According to the data, 505 of the city's residents were infected with the virus, compared to 568 in Jerusalem - almost five times the number. The number of subjects also clearly shows this: in Tel Aviv. All this while the overall increase in the number of patients is moderating.
Compared to previous cities data released on Friday, there was a very worrying increase in the number of people infected with Bnei Brak. At that time, there were 267 patients compared to 211 in Tel Aviv, while according to these figures, the number of patients in the city already stands at 505 people. A total of 1,462 tests were conducted for city residents. In Tel Aviv, the number of infections rose much more moderately, to 263. The number of tests is much larger - 4,380 tests. In Jerusalem, 5,368 tests were conducted.
