The Histadrut is threatening to shut down the economy because of a new Ministry of Finance procedure. The procedure, which was distributed by the Ministry of Finance's wages supervisor at the beginning of the week, states that in a public body where the employees impose sanctions, they are required to sign in advance a form in which they declare that they do not participate in work disruptions. If they do not sign the form they will not be paid.
Until now, an employer who sought to deduct from the wages of employees taking sanctions, had to prove which tasks were not performed and how their work was damaged
The Histadrut sent a letter to the Finance Ministry's director of wages, Kobi Bar-Natan, warning that if he did not retract the new directive until Tuesday, they would respond by all means at their disposal
Treasury officials say workers are taking advantage of the difficulty of government agencies to prove the damage done to them and prefer long sanctions over a strike where they will not receive wages
