The Ministry of Communications is revising the licenses of telecommunications companies and obliging them to adapt their networks to fully support the IPv6 protocol (IP address pool) in order to increase the number of possible Internet addresses.
The transition to the new protocol is a complex process, since the core systems of the Internet and the replacement of the end equipment are required, and not all entities currently see a worthwhile return on investment. According to the Ministry of Communications, these are only a few million.
The intention is to increase the number of IP addresses, which now stands at 4.3 billion. In other words, it is not possible to provide every existing device - cellular, computer, car, traffic light, refrigerator, camera - a unique address and connect it to the network, after the international organization responsible for allocating them to Israel stopped allocations in 2012 due to a severe shortage of addresses. The issue can be compared to increasing its digit in mobile phone numbers from 2014, or increasing its number on license plates on cars from 2017. The place is over - so you increase.
 The new protocol is designed to meet the ever-increasing need to connect each person and device to the Web in the Internet context of things - so that everyone can communicate intelligently and share information. The IOT is expected to add another 35 billion devices by 2020 for Internet connectivity. The transition is a complementary stage to the future upgrade of the country's 5 generation infrastructure, which is a necessary condition for improving surfing performance and data security. For example, Facebook sees 20% to 40% better performance with the new protocol and testing at the Time Warner cable company showed a 15% increase in performance.
Shahar Shillian, director of communications engineering at the ministry, told Calcalist: "After examining the claims, it was decided to implement the transition to the IPv6 protocol in a gradual and controlled manner that will enable communications companies to plan and test, and to train personnel.
"The Ministry is working on a number of levels to promote assimilation in Israel, in cooperation with the Israel Internet Association, the Cyber ​​Network, the Protection of Privacy Authority, the Government ICT Authority, the Accountant General's Office, etc. The transition is expected to take a long time, At least a decade, until IPv6 reaches 100% implementation, "said Shillian.
In its decision, the ministry requires all cellular license holders, infrastructure and Internet access providers to be transferred. The ministry chose not to charge television broadcasts, as there is currently no regulation for the broadcasting companies that use IP technologies to transmit OTT broadcasts. In addition, all publishers, and certainly the biggest ones, will eventually have to make the transition, but the ministry expects it to come later voluntarily, since it is not responsible for them.
According to data published by Google, as of June, IPv6 distribution in Israel is only 4.31%, placing it 45th in the world. The communications companies are still unable to estimate how much investment will be required on their part, and stated: "We learn the decision."
